Subject admits Heroin use following traffic stop in London

LONDON, KY (Sept. 2, 2019) - Laurel County Sheriff John Root is reporting that: Laurel Sheriff's Deputy Tommy Houston with assistance from Constable Travis Gregory and London city police officer Cody Faulconer arrested two individuals off Hal Rogers Parkway in London while investigating a complaint early Monday morning September 2, 2019 at approximately 7:01 AM.

The arrests occurred following a traffic stop conducted on a blue Pontiac Torrent where the driver and passenger were both determined to be under the influence.

Arrested was:

The driver -Keegan J. Penman age 24 of Lancaster, KY charged with:

  • Operating a motor vehicle under the influence – first offense
  • Failure of non owner-operator to maintain insurance – first offense
  • No operator’s license

This individual admitted taking Heroin earlier.

Joseph Alexander Harper age 22 of Williamsburg, KY charged with:

  • Public intoxication – controlled substances

These two individuals were lodged in the Laurel County Correctional Center.
