Parole Violator Arrested off Highway 192 during Investigation of an Injury Traffic Crash in Laurel County, Kentucky

LONDON, KY - Laurel County Sheriff John Root is reporting that: Laurel Sheriff's Deputy Nate Bishop along with Deputy Zach Allen arrested Roy W. Osborne age 49 of London on Friday afternoon November 3, 2023 at approximately 4:11 PM.

The arrest occurred on West Laurel Rd., approximately 4 miles west of London after deputies were dispatched to a single vehicle injury traffic crash there involving a black colored Ford Mustang.

While enroute to the scene deputies were advised by Laurel 911 Dispatch Ctr. that the male subject involved in the crash had left the scene walking on foot.

Upon arrival at the scene members of the London Laurel Rescue squad advised deputies that the male subject involved in the crash was last seen walking westbound on Highway 192.

Deputies canvassed the area and located the suspect walking along Highway 192 and conducted an investigation determining that he was under the influence.

In addition, deputies learned that this individual was a parole violator.

Deputies found the suspect in possession of a loaded syringe and learned from the suspect that he had allegedly smoked Methamphetamine previously.

Osborne told deputies that he did not feel well so the deputies had EMS respond.

The suspect was transported to the hospital for evaluation of possible injuries from the crash and upon release was lodged in the Laurel County correctional center.

Roy W. Osborne was charged with:

  • Operating a motor vehicle under the influence – fourth offense
  • Driving on a DUI suspended license – third offense
  • Possession of drug paraphernalia

In addition, this subject was charged on a parole violation warrant from Madison County for a felony offense.

This individual was lodged in the Laurel County Correctional Center.
