KENTUCKY: Assistant Attorneys General Sworn-In as Special Federal Prosecutors

FRANKFORT, KY (Feb. 12, 2025) – Attorney General Russell Coleman announced today three prosecutors in the Attorney General's Office have been sworn in as Special Assistant United States Attorneys.

The cross designation empowers the prosecutors to bring the full force of both the state and federal governments against criminals to protect Kentucky families. They will serve the Western District of Kentucky, which covers 53 counties including Jefferson.

"This is the essence of zealous collaboration when it comes to protecting Kentucky families. Now, prosecutors in the Kentucky Attorney General's Office will be able to bring federal charges against those who endanger our people," said Attorney General Coleman. "As a parent, I will sleep better tonight with this partnership tearing down barriers to keeping Kentucky safe. I appreciate the leadership of US Attorney Bennett in making this a reality."

The new Special Assistant United States Attorneys are:

  • Ramsey Dallam, Deputy Executive Director of the Attorney General's Special Prosecutions Unit. She began her career as an assistant Commonwealth's Attorney in Christian County before serving as an Assistant District Attorney in San Antonio, Texas. She has been with the Office of the Attorney General since 2022.
  • Hammad Khan, Special Prosecutor in the Louisville-based Violent Crime Reduction Team. He has served in Office of the Attorney General since 2024 and previously worked as an Assistant County Attorney in Jefferson County and as a staff attorney at the Legal Aid Society.
  • David Startsman, Deputy Executive Director of the Attorney General's Office of Medicaid Fraud and Abuse Control joined the Office in 2020. He was previously an Assistant Commonwealth's Attorney in Fayette County. Startsman also served as general counsel to the Department of Housing, Buildings and Construction.

"The appointment of three prosecutors as Special Assistant U.S. Attorneys takes our collaboration to the next level and is no doubt a force multiplier as both offices work together to make Kentucky communities safer for all who live, work, and visit here."
