TWO ARRESTED AT TRAFFIC STOP IN CLAY CO., KY WHERE DRIVER HAD ACTIVE WARRANTS, PASSENGER FOUND WITH DRUGS

MANCHESTER, KY - Clay County Sheriff, Patrick Robinson, reports that on Wednesday, February 12, 2025, Deputy Dewey Grubb observed a tan GMC Sierra pass him at a high rate of speed on Jacks Branch Rd.

Deputy Grubb attempted to stop the vehicle at which point the occupants failed to stop and continued at a high rate of speed. After some time the vehicle eventually came to a stop.

Through investigation units were able to discover that the driver, identified as James Flannery, 44, of Manchester, KY, had no insurance and a suspended drivers license for a prior DUI. Flannery also had 4 active warrants for his arrest. KSP Trooper D. Rose served the warrants.

A passenger of the vehicle, identified as Frances Rose, 41, of Manchester, KY, attempted to run from Deputy Grubb. Upon contact with Rose, Deputy Grubb located some crystal like substance on her person.

Upon finding the crystal substance, Rose became combative and when Deputy Grubb attempted to arrest her she started fighting. After a brief struggle Rose was placed into cuffs.

Upon search of her property more crystal like substance was located along with paraphernalia.

James Flannery was arrested for:

  • FAILURE TO APPEAR
  • FAILURE TO APPEAR
  • TBUT OR DISP ALL OTHERS $10,000 < $1,000,000
  • FAILURE TO APPEAR
  • CARELESS DRIVING
  • FLEEING OR EVADING POLICE, 1ST DEGREE (MOTOR VEHICLE)
  • FAILURE OF NON-OWNER OPERATOR TO MAINTAIN REQ INS/SEC, 1ST OFF
  • DRIVING DUI SUSPENDED LICENSE - 1ST OFF (AGG CIRCUM)

Frances Rose was arrested for:

  • POSS CONT SUB 1ST DEG 1ST OFF (DRUG UNSPECIFIED)
  • DRUG PARAPHERNALIA- BUY/POSSESS
  • MENACING
  • RESISTING ARREST

These two individuals were lodged in the Clay County Detention Center.
