House Passes Legislation Expanding Access to Dental Care

FRANKFORT, KY (February 27, 2025) – Yesterday, members of the House of Representatives passed HB 223, sponsored by Representative Derek Lewis. This measure would expand the location where a licensed dental hygienist may practice as a public health hygienist to include federally qualified health centers.

“Currently, Kentucky ranks 49th in oral health, underscoring the need to expand dental healthcare in the state,” said Lewis. “HB 223 would simply allow licensed dental hygienists to work for federally qualified health centers, improving access to dental healthcare across Kentucky.”

The measure would allow a dental hygienist licensed by the board to practice as a public health hygienist and provide dental hygiene services if the program for which the hygienist works is operated through a federal qualified health center.

“Poor dental hygiene can lead to a range of serious health problems, from tooth decay to gum disease, which is why it’s imperative that all Kentuckians, especially our children, have access to dental healthcare,” said Lewis.
