LONDON, KY - Laurel County Sheriff John Root is reporting that: Laurel Sheriff's K-9/shift Sgt. Gary Mehler along with Deputy Zach Allen arrested Paul Samuel Owens age 45 of Manchester on Tuesday afternoon July 9, 2024 at approximately 4:37 PM.
The arrest occurred off Swafford Drive, approximately 7 miles South of London after deputies were dispatched by London – Laurel County 911 Communication Ctr. to a physical domestic disturbance complaint.
Upon arrival at the scene deputies conducted an investigation and learned that allegedly a verbal disagreement had resulted in a physical assault where an 8 months pregnant female subject there was choked, and punched in the head several times while holding an infant in her hands.
Deputies noted visible marks on her face and neck and her forearm area and her bottom lip was cut. Deputies also noted that another infant was also present during the alleged assault.
EMS was summoned to the scene to assess the victim.
Paul Samuel Owens was charged with:
- Strangulation – first-degree
- Assault – 4th degree
- Endangering the welfare of a minor
This individual was lodged in the Laurel County Correctional Center.
