KENTUCKY STATE POLICE INVESTIGATES OFFICER-INVOLVED FATAL SHOOTING IN WARREN COUNTY

BOWLING GREEN, KY (August 30, 2023) – The Kentucky State Police (KSP) Critical Incident Response Team (CIRT) was requested by the Bowling Green Police Department (BGPD) to investigate an officer-involved shooting that occurred on July 6, 2023, at approximately 5:25 p.m. CST in Bowling Green. Members of KSP CIRT arrived on the scene and began an investigation into the incident.

The preliminary investigation revealed that BGPD Officer Matt Davis and a department-approved ride-along were responding to a disturbance complaint at America’s Car-Mart on Russellville Road in Bowling Green.

While Officer Davis was investigating the incident, the subject, Esteban Lowery, produced a handgun from his waistband and pointed the weapon at Officer Davis. Officer Davis attempted to deflect the weapon and create distance between himself and Lowery.

The subject fired multiple rounds, striking Officer Davis and incapacitating him.  When additional BGPD Officers arrived, they found the subject unresponsive. First responders performed life-saving measures on scene to the subject and Officer Davis.

Esteban Lowery was transported to the Medical Center in Bowling Green, where he was pronounced deceased. Officer Davis was transported to Skyline Medical Center in Nashville, TN, for treatment of multiple gunshot wounds.

KSP has statewide jurisdiction and investigates officer-involved shootings throughout the Commonwealth as requested by local, state, and federal law enforcement agencies. KSP is committed to being transparent while ensuring the integrity of the investigation.

To protect the integrity of an ongoing investigation, it is KSP’s standard operating procedure not to release specific details until vital witnesses have been interviewed and pertinent facts gathered. Timelines to complete investigations vary based on the complexity of the case.
