LONDON, KY (April 18, 2023) - Laurel County Sheriff John Root is reporting that: Laurel Sheriff's Deputy Stephen Walker along with Deputy Josh Velasco arrested two individuals on Sunday evening April 16, 2023 at approximately 6:53 PM.
The arrests occurred in a business parking lot off West Cumberland Gap Parkway approximately 9 miles South of London after deputies were dispatched to a disturbance complaint there.
While enroute to the scene, 911 dispatch advised deputies that the subjects had left the property in a red colored Nissan Altima but then returned to the property.
Upon arrival at the scene deputies located the suspects in the red Nissan Altima.
An investigation was conducted and the two individuals were arrested and identified as: Estill Smith age 55 of Corbin, KY, who was determined to be under the influence and wanted on an outstanding warrant. The passenger, Cynthia N. Blackwood age 31 of Corbin, KY, who was also determined to be wanted on an outstanding warrant.
Both individuals were transported to the Laurel County Correctional Center.

Estill Smith was charged with:
- Operating a motor vehicle under the influence – first offense
In addition, this subject was charged on a Whitley District Court bench warrant of arrest charging Failure to appear in court on charges of:
- Possession of a controlled substance – third-degree
Cynthia Blackwood was charged on a Laurel District Court bench warrant of arrest charging Failure to appear in court on charges of:
- Public intoxication – controlled substances
These two individuals were lodged in the Laurel County Correctional Center.
