Methamphetamine Arrest after Traffic Stop on U.S. Highway 421 in Clay County, Kentucky

MANCHESTER, KY - The Manchester Police Department is reporting that on Monday, October 24, 2022 at approximately 1:30 A.M., MPD Officer Michael Bishop conducted a traffic stop on a black ATV on South Highway 421.

Upon making contact with the driver it was confirmed through Clay County 911 Dispatch Center that the driver, Carl Adam Smith was wanted out of Laurel County for a Bench Warrant.

While conducting an investigation, Officer Bishop located inside the above person's left coat pocket, a small baggie containing a crystal like substance which appeared to be Methamphetamine and a glass pipe with residue inside.

Carl Adam Smith (no age or address reported) was placed under arrest without further Incident.

Carl Smith (left) was charged with the following:

  • Poss Cont Sub 1st Deg-1st off (Methamphetamine)
  • Drug Paraphernalia - Buy/Possess
  • All Terrain Vehicle Violation
  • No Tail Lamps
  • Failure To Appear

This individual was lodged into Clay County Detention Center.
