Traffic Stop for Obstructed Windshield lands man in jail / Clay County

Clay County, Ky. -  Sheriff Patrick Robinson is reporting that on March 17, 2019 at approximately 1:00 AM Clay County Sheriff Deputy Brandon Edwards arrested Rickie Smith age 39.

The arrest occurred on South Highway 11 when Deputy Edwarda was patrolling and noticed a car heading north on South Highway 11 with an obstructed windshield.

Deputy Edwards initiated a traffic stop on the vehicle, once Deputy Edwards made contact with the driver he showed signs of impairment.

Deputy Edwards conducted standardized field sobriety test on the subject and through investigation Deputy Edwards determined the subject was under the influence.

Once the drivers information came back through Clay County 911, it showed the driver didn't have a valid operator's license.

The subject was transported to AdventHealth Manchester where he refused to submit a blood test.

Rickie Smith was charged with:

  • Operating Motor Vehicle Under the Influence ALC/DRUGS/ETC. .08 1st Offense
  • Operating on Suspended or Revoked Operator License
  • Rear License Not illuminated
  • Obstructed vision and/or windshield
  • Failure to Produce Insurance Card
