Sheriff's Deputy makes 2 arrests while providing extra patrol on a Clay County roadway

Clay County, Ky. - Sheriff Patrick Robinson is reporting that: Clay County Sheriff Deputy Brandon Edwards arrested two individuals west of Manchester on February 5, 2019 at approximately 12:30 AM.

Arrested was:

Kristi Hicks age 36 of Hicks Lane and Joanie Rogers age 39 of London.

The arrests occurred 2 miles west of Manchester while Deputy Edwards was doing extra patrol through Crawfish Road.

Clay County Sheriff Deputy Brandon Edwards made contact with the above mentioned subjects along side the roadway, upon contact with Joanie Rogers it was determined she was manifestly under the influence, also upon running the information of Kristi Hicks it showed she had an active warrant for her arrest out of Knox County.

Once at the Clay County Detention Center, Deputy Jailer Jennifer Grubb and Captain Brian Adams located syringes on the person of Kristi Hicks. 

Kristi Hicks was charged with:

  • Promoting Contraband 1st Degree
  • Serving Warrant for Court
  • Joanie Rogers was charged with:

  • Public Intoxication of Controlled Substance (Excludes alcohol)
