Clay County, Ky. - Sheriff Patrick Robinson is reporting that: Clay County Sheriff Deputy Jeremy Gabbard arrested Sammy Wagers age 24 of Chopbottom Road on February 2, 2019 at approximately 5:30 PM.
The arrest occurred 5 miles South of Manchester when Deputy Gabbard was dispatched to a complaint of a male subject wondering in a field on South Highway 421.
When Deputy Gabbard arrived on scene he observed the subject in the south bound lane of Highway 421.
Upon contact with the above mentioned subject, Deputy Gabbard determined the subject was manifestly under the influence.
