KSP make arrest in east Ky. following an Internet Crimes Against Children investigation

LOUISA, Ky. (January 18, 2019) — On January 17, 2019, at approximately 8:23 p.m., the Kentucky State Police Electronic Crime Branch arrested James M. Combs, 65, on charges related to distribution of matter portraying a sexual performance by a minor.

Combs was arrested as the result of an undercover Internet Crimes Against Children investigation. The KSP Electronic Crime Branch began the investigation after discovering the suspect distributed files of child sexual exploitation online.

The investigation resulted in the execution of a search warrant at a residence in Louisa on January 17, 2019. Equipment used to facilitate the crime was seized and taken to KSP’s forensic laboratory for examination. The investigation is ongoing.

Combs is currently charged with five counts of distribution of matter portraying a sexual performance by a minor and 10 counts of possess/view matter portraying a sexual performance by a minor. Each charge is a Class-D felony punishable by one to five years in prison.

Combs was lodged in the Big Sandy Regional Detention Center.
