Subject facing multiple charges in Laurel County following a complaint

Laurel County, KY - Sheriff John Root is reporting that: Laurel Sheriff's Sgt. John Inman arrested Richard W. Biggs age 37 of Mount Vernon, Ky. early Friday morning April 6, 2018 at approximately 2:33 AM.

The arrest occurred off Cane Creek Road, approximately 10 miles south of London after Sgt. Inman was dispatched to a complaint that a subject there was attempting to get into vehicles and was on the front porch of different residences there moving items around.

When Sgt. Inman arrived at the scene he located the suspicious subject who was standing beside the open door of a black Kia hatchback. This subject began creating a disturbance there yelling, and speaking nonsense.

For officer safety, Sgt. Inman directed the individual to the back of the vehicle where the subject attempted to elbow Sgt. Inman. A struggle ensued where the subject again attempted to elbow Sgt. Inman.

This subject continued to struggle with Sgt. Inman and after receiving assistance from area citizens there, along with Deputy Daniel Grigsby and Deputy Taylor McDaniel, London City Police, and Kentucky State Police the subject was finally taken into custody and placed in the back of the police cruiser where he attempted to set fire to the back of the police car.

It was learned through investigation that this subject had attempted to break into seven different vehicles at residences along the roadway.

Deputies also located a large butcher knife at the driver's side door of the black Kia where Sgt. Inman had first encountered the subject.

It is believed that this individual was under the influence of Flakka, -a highly dangerous drug that creates dangerous erratic behavior, paranoia and aggressive raw strength in persons using the drug. This arrested subject advised officers that he had taken that drug.

Richard W. Bigg was charged with three counts of criminal mischief – third-degree; criminal mischief second-degree; resisting arrest; assault – third-degree – police officer is victim; public intoxication -controlled substances; and arson – third-degree.

This individual was lodged in the Laurel County Detention Center.
