Dwain was born in Brightshade, KY on May 31, 1945, a son of the late Homer and Evelyn Smith Frederick. He was a veteran of the U.S. Air Force, and was a retired teacher for the Clay County Board of Education. He was baptized at the Pleasant Run Baptist Church.
