Mrs. Lucy Delph Blair Howard age 89 of Manchester departed this life on Wednesday, November 20, 2019 at her home. She was born on Friday, September 12, 1930 in Manchester, Kentucky to the union of Joseph and Reva Hibbard Blair. She was a homemaker and a member of the Whitehall Baptist Church.
She leaves to mourn her passing her children: Glenn Michael Howard and his wife Zono, Glenna Collins and her husband Wayne, Marshall Howard and his wife Lora Lee and Jeffrey Howard and his wife Abigail. Also surviving are 8 grandchildren: Nathan Howard, Blythe Weston, Megan Whitt, Kelsey Howard, Blair Miller, Lyndsey Miller, Elias Howard and T. J. Howard, 7 Great Grandchildren: Tommy Howard, Ainsley Howard, Elinor Howard, Carlisle Howard, Grant Weston, Benjamin Weston and Catherine Whitt.
She is preceded in death by her parents: Joseph and Reva Blair, her husband: T. J. Howard, her daughter: Charlotte Howard Miller, and these brothers and sisters: Mildred Smith, Sally Dean, William Blair and Elihu Blair.

A celebration of life for Mrs. Lucy Delph Blair Howard will be conducted on Saturday, November 23, 2019 at 11:00 AM at the Rominger Funeral Home Chapel. Jerry Abrams and Scotty Sumner will be presiding. She will be laid to rest next to her husband: T. J. in the Manchester Memorial Gardens.
The family will receive friends and loved ones on Friday evening after 6:00 PM at the Rominger Funeral Home Chapel.
