Dressen, Ky. (July 14, 2016) – KSP troopers and detectives were dispatched to the scene of a shooting located on Pope Hill Road in the Dressen community of Harlan County. The victim arrived at the emergency room with gunshot wounds to his abdomen and hand. KSP received the call shortly after 1:00 a.m. on Thursday.
According to the investigation, Charles Webb, age 59, of Harlan was shot at his residence. Investigators interviewed Mr. Webb at the hospital and were told by him that he had been shot by his wife, Ruby Webb. Mr. Webb was later transported by ambulance to Holsten Valley Medical Center in Kingsport where he was pronounced deceased by doctors.
Detectives responded to the scene of the shooting and made contact with Mrs. Webb. Following the investigation, Mrs. Webb, age 51, was arrested and charged with Murder-Domestic Violence. She was lodged in the Harlan County Detention Center.
The incident is being investigated by Det. William J. Howard. He was assisted by troopers Kenny Abner and Kenneth Sergent, Det. Kevin Miller, Lt. Jason Adams and Sgt. Jason Bunch. Harlan PD also assisted. Investigation continues by Det. Howard.
