(Hickory, KY) - On March 8, 2014, at 2345 hours, Trooper Cory Hamby and Trooper Eric Fields were conducting a safety checkpoint at the intersection of KY 305 and Coleman Road, in Paducah, KY.
Shortly after, a vehicle driven by Andre Cowherd approached. When asked to exit his vehicle, Mr. Cowherd became nervous and accelerated away from the scene.
Troopers pursued for a short distance and were joined by Paducah Police Officer Lofton Rowley.
Mr. Cowherd drove into an apartment complex at Oakcrest Drive and exited his vehicle while it was still in motion.
Mr. Cowherd ignored verbal commands to stop as he fled on foot toward an apartment at 711 Oakcrest Drive. Mr. Cowherd forced the door to this apartment open and ran inside, with police pursuing from behind.
Once inside, Mr. Cowherd continued to ignore repeated commands by police. Both Trooper Hamby and Officer Rowley deployed their tasers simultaneously.
Mr. Cowherd became compliant after a second taser deployment by Officer Rowley and was taken into custody. Mr. Cowherd was transported to Lourdes Hospital at the request of the Paducah Police Department, where he was treated and released. He was then transported and lodged at the McCracken County Regional Jail.
Mr. Cowherd was charged with; Fleeing or Evading Police, 1st Degree (Motor Vehicle), Fleeing or Evading Police 1st Degree (On Foot), Burglary, 2nd Degree, 2 Counts Criminal Mischief, 3rd Degree Trafficking in Marijuana < 8 Ounces, 2nd or > Offense, Resisting Arrest, Wanton Endangerment, 1st Degree, Possession of Synthetic Cannabis, Disorderly Conduct, 2nd Degree, Possession of Drug Paraphernalia, and numerous traffic violations.
