FRANKFORT, KY (January 23, 2025) – Representative Derek Lewis of London has been reappointed Co-Chair of the Administrative Regulation Review Subcommittee, House Speaker David Osborne announced this week.
“I am honored to have been reappointed Co-Chair of the Administrative Regulation Review Subcommittee,” said Lewis. “As Co-Chair, I look forward to continuing to review the administrative regulations submitted to the committee and ensuring their compliance with the laws passed by the General Assembly.”
Members of the Administrative Regulation Review Subcommittee are responsible for reviewing administrative regulations submitted to it by the Legislative Research Commission (LRC), the administrative arm of the General Assembly. An administrative regulation is a rule, standard, or policy adopted by a state agency that has the force of law and must ultimately be approved by lawmakers when they are in session. These regulations are created to implement, interpret, or enforce laws passed by the Kentucky General Assembly. They help provide detailed guidance on how laws should be applied or enforced. The committee is also responsible for reviewing existing administrative regulations and recommending the amendment, repeal, or enactment of statutes relating to administrative regulations.

Lewis,” Osborne added. “Committees are the backbone of the legislative process, serving as the critical mechanism by which complex issues are studied, debated, and refined. They allow legislators to focus on specific areas of policy, and provide a dedicated environment for public input, enabling citizens, experts, and advocacy groups to have their voices heard in the policymaking process.”
According to the National Conference of State Legislatures, a committee chair “serves as the parliamentary head of a committee. The chair sets the committee’s agenda, determining when—or in many states, whether—bills will be considered.”
In addition to leading the committee, Lewis will also serve as a member of the Banking and Insurance; Judiciary; and Transportation committees.
The 2025 Regular Session convened on Tuesday, January 7 and legislators will meet for 30 legislative days before adjourning at the end of March.
