MANCHESTER, KY - Clay County Sheriff Patrick Robinson reports that on Tuesday, January 14, 2025, dispatch received a call about two male subjects found unconscious in a vehicle on Saw Mill Road near Caudill Gap Road in Manchester. According to the caller, the subjects woke up and drove off as he approached to check on them.

The two male occupants were identified as: The driver, Marshall R. Hubbard, 32, and passenger, Frankie Estep, 36, both from Manchester, KY.

Both individuals were found to exhibit signs of impairment, including slow slurred speech and bloodshot, glassy eyes. 

During the investigation, deputies discovered stolen wires inside the vehicle.
