MANCHESTER, KY - Manchester Chief of Police Jeff Couch is reporting on Wednesday, April 17th, 2024 around 4:00 a.m. Officer Carr, Officer Root, and Officer Gibbs with the Manchester Police Department (MPD) observed a motorcycle being operated by Chester C. Osborne driving recklessly and traveling at a high rate of speed on KY 80.
Officers began pursuing the motorcycle headed southwest towards Laurel County.
Officers continued pursuing the motorcycle into Laurel County after approximately 14 miles of travel, Osborne lost control of the motorcycle when attempting to make a turn and drove over a small embankment.
Osborne sustained no injuries from the accident and was taken into custody and transported to the Clay County Detention Center.
Chester C. Osborne, age 27 of London, KY was charged with the following:
- Speeding 26 MPH OR › Speed Limit
- Reckless Driving
- Operating on sus or rev oper license
- Fleeing or evading Police, 1st Degree (Motor Vehicle)
- Wanton Endangerment-1st Degree-Police Officer
- Resisting Arrest
This individual was lodged in the Clay County Detention Center.
Also assisting were the London Police Department and the Laurel County Sheriff’s Office.
