MANCHESTER, KY - Manchester Chief of Police Jeff Couch is reporting that on Wednesday, February 7, 2024 at around 11:00 pm MPD Officers Root and Carr arrested two masked subjects discovered at a car lot in the city limits.
The officers caught the two masked subjects in the act of stealing batteries and breaking in vehicles at Allen’s car lot.
The subjects were identified as Jason Owens age 46 of Manchester, KY and Joshua Frost age 30 of Manchester, KY. After arrest the subjects were transported to the Clay County Detention Center.
Jason Owens was charged with:
- Criminal trespassing 2nd degree
- Criminal mischief 1st degree
- Theft by unlawful taking
This individual was lodged in the Clay County Detention Center.
