LONDON, KY - The London Police Department is reporting that on Saturday, November 11, 2023, London Police Officer Dylan Messer observed a 2003 silver Chevrolet Malibu traveling on West 5th Street (KY 1006).
Officer Messer observed the vehicle cross the center line twice. At that point Officer Messer checked the vehicle’s registration plates through Laurel Dispatch and discovered that the registration plates had been cancelled and the vehicle’s title junked.
Officer Messer attempted to initiate a traffic stop and the vehicle made a left turn onto Myers Baker Road, accelerated to a high rate of speed, and began to flee from Officer Messer.
The vehicle continued to flee, eventually ending up traveling east on KY 80, crossing into Clay County and continued to travel east toward Manchester.
Near the intersection on KY 80 and Paw Paw Road, the vehicle lost control and nearly crashed. At this time, Laurel Sheriff’s Deputy Noah Ritchie used a legal intervention technique to disable the suspect vehicle.
After a brief struggle, the suspect identified as David C. Reed, of Manchester, KY was taken into custody.
David C. Reed was charged with:
- Fleeing or Evading Arrest 1st Degree
- Wanton Endangerment 1st Degree
- Wanton Endangerment 1st Degree-police officer
- Criminal Mischief 1st Degree
- Numerous other traffic charges
This individual was lodged in the Laurel County Correctional Center.

According to the Laurel County Correctional Center JailTracker, after Reed's arrest on November 11, 2023, he was booked into the Facility at 6:08:00 PM and released on December 1, 2023 10:46:17 AM. Two court dates are shown for January 19, 2024 at 9:00 AM.
