Immigration Detainers placed on 2 London men arrested during Traffic Stop

LONDON, KY - Laurel County Sheriff John Root is reporting that: Laurel Sheriff's Deputy Joey Robinson Along with Deputy Allen Turner and Deputy Gary Mehler and his K-9”Edge” arrested two individuals on Saturday night August 24, 2019 at approximately 9:10 PM.

The arrests occurred on I– 75 in London after Deputy Robinson was dispatched to a complaint of a white colored Toyota Avalon traveling at a high rate of speed and driving in a reckless manner northbound on the interstate.

Deputy Robinson observed the vehicle traveling northbound on I – 75 and observed the vehicle being operated in a reckless manner slowing to speeds well under the speed limit and speeding up to 82 in a 70 mph.

When Deputy Robinson activated his emergency equipment the vehicle abruptly came to a stop near the exit 41 off ramp.

Deputy Robinson detected the odor of alcoholic beverages emitting from the vehicle and located a driver and passenger in the vehicle with open containers of beer in the vehicle. The driver stated he had drank six beers traveling to Kentucky and the passenger stated he had drank eight beers.

The arrested subjects were identified as:

The driver, Arturo Ruiz age 48 of London charged with:

  • Operating a motor vehicle under the influence – first offense
  • Reckless driving
  • Speeding 12 mph over the speed limit
  • Operating on suspended or revoked operator's license
  • Failure to wear seatbelts
  • Failure to signal.

The passenger, Luis Castro age 43 of London charged with:

  • Alcohol intoxication in a public place

In addition, an Immigration Detainer was placed on both individuals.

These two individuals were lodged in the Laurel County Correctional Center.
