Clay County man riding a bicycle arrested by Sheriff's Deputy doing Extra Patrol

Clay County, Ky. -  Sheriff Patrick Robinson is reporting that: On March 29, 2019 at approximately 2:40 AM Clay County Sheriff Deputy Brandon Edwards was conducting Extra Patrol when he arrested an individual that was riding a bicycle.

Arrested was:

Brian Napier age 47 of South Highway 421.

The arrest occurred when Deputy Edwards was conducting Extra Patrol on the south end of the county when he observed a male subject riding a bicycle.

Upon contact with the subject he showed signs of impairment, Deputy Edwards conducted sobriety test on the subject and determined he was under the influence.

The subject was taken to AdventHealth Manchester where he refused to submit a blood test.

Brian Napier was charged with:

  • Public Intoxication of Controlled Substance (Excludes Alcohol)

    Assisting at the scene was Clay County Deputy Sheriff Tommy Houston, Manchester City Police Officers Jeremy Garrison and Ryan Jackson.
