Clay County woman facing 7 charges following traffic stop on Hwy. 421

Clay County, Ky. -  Sheriff Patrick Robinson is reporting that : Clay County Sheriff Deputy Brandon Edwards arrested an individual south of Manchester off of Highway 421 on January 29, 2019 at approximately 12:00 AM.

Arrested was Jennifer Howard age 39 of Big Creek.

The arrest occurred a mile south of Manchester off of Highway 421 after Deputy Brandon Edwards observed a Green Jeep Cherokee failing to obtain the lane of travel.

Deputy Edwards initiated a traffic stop on the above said vehicle. Upon contact with the driver, she appeared under the influence, after a failed sobriety test it was determined she was under the influence.

Once the driver was placed under arrest and taken to the Clay County Detention Center she was searched upon intake by female staff with the Detention Center, at that time they located a clear plastic baggy with a crystallized substance and a Hydrocodone tablet inside of it.

Jennifer Howard was charged with:

  • Rear License Not Illuminated
  • License to be in Possession
  • Operating Motor Vehicle under the influence of ALC/DRUGS/ETC. .08 1st Offense
  • Drug Paraphernalia Buy/possess
  • Possession of Controlled substance 1st (Methamphetamine)
  • Possession of Controlled substance 2nd
  • Promoting Contraband 1st Degree
  • Assisting at the scene of the arrest were Manchester City Police Officers Jeremy Garrison, Jeff Couch and Antonio Dodson.
