Criminal Abuse Investigation and arrest / Pulaski County

Somerset, Ky. (September 15, 2018) – On Thursday, September 13, 2018, at approximately 11:15 PM, Pulaski County 911 received a report about a female possibly passed out behind the wheel of a vehicle with a small child on Bourbon Road in the Somerset community of Pulaski County.

Upon arrival, Trooper Willie Cowan located Roxanna M. Williams, 33, of Somerset in the vehicle and determined that she was under the influence of drugs and took her into custody. Trooper Cowan also located a small juvenile walking around outside of the vehicle alone and contacted Pulaski County Social Services.

Upon further investigation, it was discovered that Williams had possibly left three other of her children at her residence alone. After discovering this information Trooper Cowan along with Social Services responded to the residence located on Leaf Lane. Upon entering the residence Trooper Cowan located the children and discovered one of them a four year old child with her ankles bound with zip ties, and in poor health. Trooper Cowan placed the children in protective custody and Pulaski County Social Services transported the children to the Lake Cumberland Regional Hospital where they received treatment for their injuries.

Williams was arrested and lodged in the Pulaski County Detention Center and charged with: DUI, Wanton Endangerment 1st Degree, Assault 1st Degree, Criminal Abuse 1st Degree, Possession of a Controlled Substance 3rd Degree, Tampering with Physical Evidence and Abandonment of a Minor.

Trooper Cowan is continuing the investigation. He was assisted at the scene by Pulaski County Sheriff’s Office, Somerset Police Department and Pulaski County DCBS.
