KSP Conducts Murder Investigation in Jackson County

TYNER, Ky. (May 15, 2018) –The Kentucky State Police, Richmond Post was called just after 11:40 P.M. last night following a fatal shooting that occurred off of Old Island City Road in Jackson County.

The initial investigation alleges that a man and woman were in a domestic dispute outside of a residence, when Jess D. Messer, 39 years old of London, was notified of the dispute. He armed himself with a firearm and responded to the scene where he encountered the man believed to be involved in the domestic dispute seated inside a vehicle. Jess Messer allegedly confronted the man inside the car at which time he fired a shot, fatally injuring the victim.

The victim, whose name is not being released at this time was pronounced deceased at the scene by the Jackson County Coroner, and has been taken to the State Medical Examiner’s Office in Frankfort for an autopsy.

As a result of the ongoing investigation, Jess D. Messer was arrested and is lodged in the Jackson County Detention Center charged with Murder and Tampering with Physical Evidence.

The ongoing investigation is being conducted by KSP Detective Anthony Bowling. He was assisted at the scene by KSP Personnel, Jackson County Sheriff’s Office and the Jackson County Coroner.
