Abuse of a Child arrests - Laurel County

Laurel County, KY - Sheriff John Root is reporting that: Laurel Sheriff's Deputy Gary Mehler along with Deputy Taylor McDaniel arrested two individuals on Monday night November 20, 2017 at approximately 7:57 PM.

The arrests occurred off Pepperhill Drive, approximately 1 mile west of London after deputies were dispatched to a domestic complaint there.

Upon arrival at the scene deputies located husband and wife and learned that one of the two individuals had an outstanding warrant.

In addition, while deputies were investigating, they found these two subjects in possession of methamphetamine and drug paraphernalia located throughout the residence – a baggie containing meth residue on the floor beneath one of the individuals, hypodermic needles on the floor and in a small garbage can, a hypodermic needle with a clear liquid substance in it on the floor of the closet, a can with methamphetamine residue on it, a spoon on the floor with a white substance on it and pills.

Deputies noted that a small four-year-old child was playing in the floor near items deputies found with drugs on them along with the hypodermic needles nearby.

Raymond Lewis Elam, Jr. age 29 of London was charged with criminal abuse – first-degree – child 12 or under; possession of a controlled substance – first-degree – first offense – methamphetamine; possession of drug paraphernalia; and public intoxication – controlled substances.

In addition, this subject was wanted on a Laurel District Court bench warrant of arrest on charges of failure to appear in court regarding charges of operating a motor vehicle under the influence – first offense.

Also arrested was this subject's wife identified as Stephanie Elam age 35 of London charged with criminal abuse – first-degree – child 12 or under; possession of drug paraphernalia; possession of a controlled substance first-degree – first offense – methamphetamine; possession of marijuana; and public intoxication – controlled substances.

Social services was called and the child was removed.

Deputies assisting on the investigation and arrests included Detective Sgt. Kevin Berry, Deputy Travis Napier, Deputy Jamie Etherton, and CSO Brent France.

The two arrested individuals were lodged in the Laurel County Detention Center.
